The Telehealth Launch Requirements Checklist
The nine requirement areas to confirm for every state you serve, with the launch sequence in the order founders complete it. One page, printable.
Every state guide on this site covers the same nine areas, each with the agency or statute that governs it. This checklist is those nine areas as a worksheet, so you can confirm each one for the states you will serve before you build the technology, and then re-verify immediately before go-live.
- Licensing authorityWhich board licenses each clinician type, and the supervision agreements the state requires.
- Telehealth practice standardThe statute or rule that defines telehealth, its standard of care, and whether audio-only is allowed.
- Out-of-state practitionersFull license, telehealth permit, or interstate compact, and any in-state agent requirement.
- Patient consentWhat must be disclosed before the first visit and where consent lives in intake.
- Practitioner-patient relationshipWhether it may be established remotely, and identity and location checks at every visit.
- Prescribing via telehealthThe state's remote-prescribing rule by profession, controlled-substance limits, and the pharmacy and merchant-of-record setup.
- Ownership and corporate practiceWho may own the clinical entity, the management-services structure, and the medical director arrangement.
- Business registration and feesFormation or foreign registration, tax registration, permits, and any clinic or facility license.
- Privacy beyond HIPAAState consumer-health-data law, breach-notification deadlines, and health-claim marketing rules.
The state-specific answers, with citations, are in the state-by-state telehealth guides, and the full national walkthrough is the guide to starting a telehealth practice.
Educational material, not legal or medical advice. Requirements vary by state and change; confirm current rules with the licensing agency and counsel licensed in that state before launch.
